Purpose & Scope
These Guidelines and Protocols set forth the operational procedures followed by ULFA Platform (ULFA.LIVE) when responding to formal legal process, subpoenas, court orders, search warrants, and emergency disclosure requests issued by authorized law enforcement agencies, government authorities, and regulatory bodies worldwide.
ULFA is committed to protecting user privacy while fulfilling its legal obligations to assist law enforcement in preventing crime, fraud, exploitation, and threats to human life.
Requirements for Serving Legal Requests
All requests for non-public user data must be legally binding under applicable law and submitted by an authorized officer of a recognized law enforcement agency. To be processed, a request must meet the following criteria:
Official Government Email Domain: Requests must be transmitted from an official law enforcement email domain (e.g. @police.gov or recognized government domain).
Issued by Competent Authority: Subpoenas, court orders, or search warrants must be issued by a judicial officer or court of competent jurisdiction.
Officer Identification: The document must specify the requesting officer's name, title, badge or identification number, department name, direct official telephone number, and official mailing address.
Required Information in Law Enforcement Requests
To locate relevant account records accurately and efficiently, law enforcement requests must contain the following specific details:
- Target Account Identifier: User ID, registered email address, registered phone number, or direct profile URL on ULFA.LIVE.
- Specific Data Requested: Clear specification of the data sought (e.g., basic subscriber details, IP login timestamps, payment transaction metadata). Overly broad or vague requests will be rejected.
- Specific Date Range: Clear start and end dates for the records requested.
- Legal Authority: The statutory basis or court order under which the data is demanded.
Emergency Disclosure Requests (EDR)
In situations involving an imminent threat of death or serious physical injury to any person, law enforcement officers may request emergency disclosure of user records without awaiting a formal subpoena or warrant.

Data Preservation Protocols
Upon receipt of an official written request from a law enforcement agency, ULFA will take steps to preserve relevant account records for up to 90 days pending issuance of formal legal process. Preservation requests may be extended for one additional 90-day period upon written request.
User Notification Policy
It is ULFA's policy to notify registered users when a law enforcement request or legal subpoena seeking their personal data is received, prior to disclosure, unless:
- Notification is explicitly prohibited by a court order or statutory non-disclosure directive.
- There is a verified emergency involving risk of death, physical harm, or child exploitation.
